Resumo(s): | Ao longo das últimas décadas, em Portugal, tem-se assistido a uma crescente incidência
e ao aumento da ocorrência de incêndios rurais. A região centro, em particular, tende a ser a
mais fustigada, resultando diversos impactes ambientais no solo, na vegetação e na água, por
vezes, de difícil recuperação.
No ano de 2022, a maior ocorrência registada em Portugal corresponde ao incêndio da
Serra da Estrela, com cerca de 28 mil ha de área ardida, consumindo 25% da área classificada
do Parque Natural da Serra da Estrela, fragilizando fortemente esta região de elevado perigo e
risco de incêndio rural, devido à conjugação de fatores críticos, como o abandono das zonas
rurais, acréscimo de carga combustível/vegetação altamente inflamável, aumento das ignições
e aumento da temperatura com irregularidade da precipitação. O concelho da Guarda foi o que
registou a maior área ardida (10 112 ha; 14 % da área total), no qual após a avaliação dos danos
e prejuízos ambientais, foram implementadas seis técnicas de estabilização de emergência, com
início em janeiro de 2023 e durante cerca de 7 meses, numa área superior a 167 ha. A sua
aplicação incidiu na cabeceira das linhas de água e zonas com maior declive, com o objetivo de
conter e evitar a dispersão dos impactes causados nos ecossistemas.
Com este trabalho pretende-se avaliar a eficácia da aplicação destas técnicas através da
monitorização e acompanhamento das intervenções desenvolvidas no concelho da Guarda. Para
tal, foram considerados indicadores de execução e desempenho nas técnicas de corte de
vegetação queimada numa faixa de 25m, corte de arvores direcionado apoiados em cepos,
entrançados de resíduos florestais em curva de nível, construção de pequenas obras de correção
torrencial e corte e remoção de material vegetal arbóreo e arbustivo ardido. Os resultados
obtidos permitem confirmar a utilidade e relevância da aplicação de técnicas de estabilização
de emergência na minimização dos impactes associados aos incêndios rurais, principalmente a
nível do solo. Contudo, a eficácia observada é consideravelmente inferior ao esperado,
principalmente devido à aplicação tardia desta fase de recuperação após o incêndio. É
fundamental reforçar a importância de uma intervenção rápida em locais afetados por incêndios
rurais, e a necessidade de continuidade de trabalhos de recuperação nos anos seguintes, para
minimizar o impacte nos ecossistemas. O incêndio da Serra da Estrela é um bom exemplo com
importantes aspetos a melhorar em ocorrências futuras. In Portugal, over the last few decades, there has been a growing incidence and increase in the occurrence of rural fires. At the central region, which tends to be the most affected, resulting in various environmental impacts on soil, vegetation, and water, sometimes difficult to be recovered. In 2022, the largest rural fire recorded in Portugal occurred at the Serra da Estrela, with about 28 thousand ha of burned area, consuming 25% of the classified area of the Serra da Estrela National Park, severely weakening this region of high danger and risk of rural fire, due to the combination of critical factors, such as the abandonment of rural areas, increased combustible load/highly flammable vegetation, raise of ignitions and the improvement of temperatures and irregular precipitation. The municipality of Guarda registered the largest burned area (10,112 ha; 14% of the total area), in which, after assessing environmental damage and losses, six emergency stabilization techniques were implemented, starting in January 2023 and for around 7 months, in an area of more than 167 ha. Its application focused on the headwaters of watercourses and areas with steeper slopes, with the aim of containing and preventing the spread of impacts caused to ecosystems. This work aims to evaluate the effectiveness of the application of these techniques through monitoring and follow-up of interventions developed in the municipality of Guarda. For that, execution and performance indicators were considered in the techniques for cutting burned vegetation in a 25m range, driven cutting of trees supported on stumps, braiding of forest residues on contour lines, construction of small torrential correction works and cutting and removal of burned arboreal and shrubby plant material. The results obtained will confirm the usefulness and relevance of applying emergency stabilization techniques in minimizing impacts associated with forest fires, mainly on the soil. However, the observed effectiveness is considerably lower than expected, mainly due to the late application of this recovery phase after the fire occurrence. It is essential to reinforce the importance of rapid intervention in the areas affected by rural fires, and the need to continue the recovery processes in the following years, to minimize the impact on ecosystems. Serra da Estrela fire is a good example with important aspects to be improved on future scenarios. |
