Debates e representações da mulher nas Forças Armadas Portuguesas: da abertura à criação do Plano Setorial da Defesa Nacional para a Igualdade (1990-2020)

Abstract

Este trabalho centra-se no estudo da participação das mulheres nas Forças Armadas Portuguesas entre 1990 e 2020. Este quadro cronológico engloba três momentos axiais: i) em 1990, a abertura legal das Forças Armadas Portuguesas às mulheres; ii) em 2010, a extensão às jovens cidadãs da obrigação militar de participar no Dia da Defesa Nacional; iii) em 2020, a criação do Gabinete da Igualdade do Ministério da Defesa Nacional. O objetivo central deste trabalho é contribuir para o estudo das questões de género em contexto militar, procurando aferir o impacto da cultura no processo de construção social do género e a sua influência na carreira militar das mulheres nas Forças Armadas Portuguesas. Assim, num primeiro momento, abordamos o enquadramento histórico e legislativo da participação feminina na instituição militar portuguesa; num segundo momento, apresentamos a postura e a reação dos partidos políticos com representação parlamentar em Portugal nos três principais recortes temporais; em seguida, traçamos a evolução do contingente militar feminino pelos ramos militares, postos hierárquicos, especialidades e regimes de prestação de serviço; e, por último, realizamos entrevistas e aplicamos um inquérito por questionário a mulheres militares das Forças Armadas, através dos quais foi possível discutir o impacto dos estereótipos de género na carreira militar feminina e compreender o contexto, a realidade e as perspetivas de integração que as mulheres encontram ao ingressar em funções, até aí, exclusivamente masculinas.

This research studies women's military integration in the Portuguese Armed Forces between 1990 and 2020. This framework chronological includes three main moments: i) in 1990, the opening Portuguese Armed Forces to women; ii) in 2010, the extension of National Defense Day to women; iii) in 2020, the creation of the Equality Office of the Ministry of National Defense. The objective of this work is add to the study of gender issues in a military context, measuring the impact of gender stereotypes in the feminine military career in Portuguese Armed Forces. Therefore, in the first moment, we approach the historical and legislative framework of feminine participation in the Portuguese military institution; in a second moment, we reflect on the reaction and posture of the Portuguese political parties in three moments; after that, we trace the evolution of the feminine contingent in the military branch, hierarchical positions, specialties and service provision regimes; finally, we carried out interviews and a survey with military women in the Armed Forces, through which it was possible to discuss the impact of gender stereotypes on women's military careers and understand the context, reality and perspectives of integration that women encounter when entering into roles, which until then, were exclusively male.
