Avaliação do impacto de iniciativas de inovação e empreendedorismo social: estudo de caso do Project SEARCH®

Abstract

O presente relatório incide na importância de solucionar o problema da integração socioprofissional de pessoas neurodiversas em Portugal, sendo que esta população está a aumentar e consequentemente aumenta a sua procura de emprego. As organizações sociais têm vindo a destacar algumas novas soluções para combater este problema social, sendo uma delas a Cooperativa FOCUS que desenvolve a iniciativa Project SEACRH®. Aqui reside a questão de investigação: qual é o impacto criado pela Cooperativa FOCUS através da implementação de um programa de promoção de empregabilidade (Project SEARCH®)? Para responder a esta questão, procurou-se primeiro averiguar a perceção acerca das metodologias de avaliação de impacto social em Portugal, pelo que se realizou três entrevistas a especialistas na área. Seguidamente, foi necessário mapear o impacto social gerado pela organização com recurso à Teoria da Mudança, e avaliar o valor social criado pelo projeto e o impacto na sociedade através da metodologia SROI. Para isso foi realizada uma recolha de dados através de questionários aos stakeholders, tendo tido uma taxa de resposta de 72%. Através da metodologia conclui-se que o projeto gerou um impacto social de 981 314,16€ e um retorno social de 4,02€ por cada 1€ investido no projeto. O projeto apresenta assim um impacto positivo na sociedade e na economia social, otimizando a aplicação dos recursos investidos de modo a atingir um conjunto de benefícios para os seus stakeholders. Por fim, foi realizada uma comparação com um estudo homólogo. Apesar da metodologia SROI ainda não estar muito presente em Portugal, a expetativa é que cada vez mais empresas optem pela sua utilização.

This report focuses on the importance of solving the problem of socio-professional integration of neurodiversity people in Portugal, as this population is increasing and consequently their job search increases. Social organizations have been highlighting some new solutions to combat this social problem, one of them being the FOCUS Cooperative that develops the Project SEACRH® initiative. Here resides the research question: what is the impact created by the FOCUS Cooperative through the implementation of an employability promotion program (Project SEARCH®)? To answer this question, we first sought to ascertain the perception of social impact assessment methodologies in Portugal, so three interviews were carried out with specialists in the field. Then, it was necessary to map the social impact generated by the organization using the Theory of Change, and to assess the social value created by the project and the impact on society through the SROI methodology. For this, a data collection was carried out through questionnaires to the stakeholders, with a response rate of 72%. Through the methodology, it is concluded that the project generated a social impact of €981 314.16 and a social return of €4.02 for every €1 invested in the project. The project thus has a positive impact on society and the social economy, optimizing the use of invested resources in order to achieve a set of benefits for its stakeholders. Finally, a comparison with a homologous study was performed. Although the SROI methodology is still not very present in Portugal, the expectation is that more and more companies choose to use it.
