Resumo(s): | A ilusão fiscal está presente sempre que um contribuinte não percebe quanto é que paga
realmente pelo serviço público que está a adquirir e quanto é que o Estado recebe por essa mesma
compra. As perceções tributárias determinam as atitudes e comportamentos dos contribuintes em
relação aos impostos. O mesmo facto é estudado desde o início do século XX e já se tentou medir
recentemente o nível de ilusão fiscal para certos países. A ilusão fiscal é uma fonte de desconfiança
entre o próprio Estado e os cidadãos.
Na investigação empírica desta dissertação, a metodologia utilizada foi a recolha e análise
dos inquéritos por questionário onde será analisado o nível de perceção de uma amostra de
população de 349 indivíduos de diferentes idades e a qual será estudada a partir do rendimento e
grau de escolaridade, de modo a demonstrar se há realmente um aumento de perceção da presença
de ilusão fiscal perante um aumento de escolaridade ou de rendimento.
Através das respostas recolhidas junto dos 349 indivíduos (com uma margem de erro de
5,2 %) verificou-se que a generalidade dos indivíduos inquiridos (cerca de 81%) não sabe quanto
paga em impostos mensalmente.
O conceito de “Ilusão Fiscal” de Puviani, parte de um princípio de que a taxação tem por
objetivo diminuir a resistência dos contribuintes, com o objetivo de se obter um determinado nível
de receitas. É uma ideia que se baseia numa classe dominante – o Estado e a burocracia fiscal -
que exerce a sua força sobre uma classe dominada, os contribuintes. O desconhecimento por parte
da maior parte da população do nível de impostos inseridos abre a porta a um maior nível de ilusão
fiscal. Esta é a abordagem que ainda vigora na maioria dos países, nomeadamente em Portugal,
onde, inclusive, para efeitos fiscais se inverte o princípio do ónus da prova, desnivelando as regras
do jogo a favor do fisco. The fiscal illusion occurs whenever taxpayers do not realize how much they actually pay for the public service they are acquiring and how much the State receives for that same purchase. Tax perceptions determine taxpayer attitudes and behaviors in relation to taxes. The same fact has been studied since the beginning of the twentieth century and attempts have already been made to measure the degree of fiscal illusion for certain countries. Fiscal illusion is a source of mistrust between the state itself and the citizens. In the empirical investigation of this dissertation, the methodology used was the collection and analysis of the surveys responded by 349 individuals of different ages and of different income and educational levels, in order to demonstrate if there is really an increase in the perception of the presence of fiscal illusion in the face of an increase in schooling or of income. Through the answers collected from the 349 individuals (with a margin of error of 5.2 %) it was verified that the generality of the individuals surveyed (about 81%) did not know how much they paid in taxes monthly. Puviani's concept of "Fiscal Illusion" is based on the principle that taxation aims to reduce taxpayers' resistance in order to achieve a certain level of income. It is an idea that is based on a ruling class - the state and the fiscal bureaucracy - that exerts its force on a dominated class, the taxpayers. Ignorance by the majority of the population of the level of taxes opens the door to a higher level of fiscal illusion. This is the approach still in force in most countries, especially in Portugal, where, for fiscal purposes, the principle of the burden of proof is reversed, by lowering the rules of the game in favor of the tax authorities. |
