Resumo(s): | A implementação bem sucedida de novas estratégias é um dos maiores desafios enfrentados
pelas organizações para a melhoria do seu desempenho e o alcance dos resultados. As altas taxas de
fracasso nesse processo incentivaram o desenvolvimento de investigações, majoritariamente no setor
privado, que se concentrassem nessa parte da gestão estratégica, visando conhecer as suas reais
dificuldades e, assim, conseguir modificar esse cenário.
Essa realidade não é um privilégio apenas do setor privado. A busca pela melhoria da
qualidade e eficiência dos serviços prestados, ocasionada prinicipalmente pelo movimento da Nova
Gestão Pública, ensejou a necessidade de se avaliar os desafios que permeiam o setor público na
implementação de suas estratégias e que, consequentemente, podem prejudicar o alcance dos
objetivos pretendidos.
O estudo realizado visa contribuir nessa direção ao procurar compreender os obstáculos
enfrentados por uma organização pública na implementação de uma nova estratégia. Para isso, a
análise foi centrada na verificação da influência de determinadas competências necessárias às
organizações, as quais foram apoiadas na literatura, e que abordaram especificamente o
direcionamento estratégico, o aprendizado organizacional e a capacidade de implementação.
Caracterizado como um estudo de caso e utilizando uma abordagem qualitativa, as entrevistas
realizadas tiveram como objetivo captar as percepções dos gestores responsáveis pelo
acompanhamento das estratégias desenvolvidas pela organização, no intuito de obter aprofundamento
sobre os fatores que, por ventura, dificultaram a sua implementação.
Os resultados do estudo demonstram que algumas iniciativas sofreram com a presença dos
“assassinos silenciosos” da estratégia, sendo que o direcionamento estratégico promovido pela
organização foi o fator que mais influenciou na promoção de obstáculos ao processo de
implementação, inclusive porque as informações recolhidas sugerem que as demais dimensões
sofreram ingerência da primeira. The successful implementation of new strategies is one of the biggest challenges faced by organizations to improve their performance and achieve results. The high failure rates in this process have encouraged the development of investigations, mostly in the private sector, that focus on this part of strategic management, aiming to know real difficulties and thus be able to modify this scenario. This reality is not only a privilege of the private sector. The search for improvement in the quality and efficiency of services provided, caused mainly by the New Public Management movement, has led to the need to assess the challenges that permeate the public sector in the implementation of its strategies and that, consequently, may hinder the achievement of the intended objectives. This study aims to contribute in this direction by seeking to understand the obstacles faced by a public organization in implementing a new strategy. To this end, the analysis was focused on verifying the influence of certain competencies necessary for organizations, which were supported in the literature, and which specifically approached strategic direction, organizational learning and capacity of implementation. Characterized as a case study and using a qualitative approach, the interviews conducted aimed to capture the perceptions of the managers responsible for monitoring the strategies developed by the organization, in order to gain insight into the factors that may have hindered their implementation. The results of the study show that some initiatives suffered from the presence of the "silent killers" of the strategy, and the strategic direction promoted by the organization was the factor that most influenced the promotion of obstacles to the implementation process, including because the information collected suggests that the other dimensions suffered interference from the first. |
