A Política Externa e de Segurança Comum da União Europeia vis-à-vis a China: o caso da FRC

Abstract

Num contexto do rápido crescimento económico chinês acompanhado de uma missão de encontrar representados os seus valores no Sistema Internacional (SI), nasce, fruto de mudanças na política externa chinesa, a Faixa e Rota Chinesa (FRC). Deparada com esta realidade, a Política Externa e de Segurança Comum da União Europeia (PESC) tem vindo a moldar-se para encarar as mudanças da governação chinesa e a presença da nova iniciativa chinesa em território europeu. A presente dissertação visa caracterizar a interação entre a União Europeia (UE) e a China num pós-Tratado de Lisboa e numa pós tomada de posse de Xi Jinping à luz do neorrealismo. Com efeito, esta investigação está focada na interação UE-China por via das respetivamente, PESC e FRC, que serão analisadas separadamente e em interação. Do mesmo modo, esta investigação analisa qual o lugar que cada um dos atores acredita ter no SI e como tal poderá divergir em competição ou cooperação.

In a context of rapid Chinese economic growth accompanied by a mission to find its values represented in the International System (IS), the Belt and Road Initiative (BRI) was born, as a result of changes in Chinese foreign policy. Faced with this reality, the European Union's Common Foreign and Security Policy (CFSP) has been shaping itself to face the changes in Chinese governance and the presence of the new Chinese initiative in European territory. The present dissertation seeks to characterize the interaction between the European Union (EU) and China in a post-Treaty of Lisbon and in a post inauguration of Xi Jinping, in the light of Neorealism. This investigation is focused on the EU-China interaction through, respectively, the CFSP and the BRI, which will be analyzed separately and in interaction. Moreover, this investigation intends to analyze the place that each of the actors believes to have in the IS and how this can generate competition or cooperation.
