Resumo(s): | Desde o fim da Guerra Fria que os Estados Unidos da América são o estado hegemónico.
Num contexto em que a hegemonia dos estados não é eterna, surge um ator que se destaca
face aos demais na nova ordem global: a China. Pequim tem demonstrado que pretende
desempenhar um papel preponderante na governação mundial, com base na construção
de um soft power que projete a imagem de uma potência pacífica. Desde que foi lançada
em 2013, a Faixa e Rota Chinesa (FRC) constitui um instrumento privilegiado para
impulsionar a reemergência do Imperio do Meio. Servindo-se da magnitude económica,
política, militar e cultural da FRC, Pequim invoca um passado imperial, promovendo um
desenvolvimento harmonioso e, simultaneamente, a cooperação com os restantes países.
Dito isto, a presente investigação propõe-se avaliar o impacto que a FRC é suscetível de
exercer na chamada Comunidade de Destino Comum em alternativa a uma visão
tradicionalmente ocidentalizada das Relações Internacionais. Em concreto, pretende-se
colmatar uma lacuna nos diversos estudos sobre a FRC, no sentido de entender o alcance
disruptivo e/ou revisionista inerente a tal iniciativa. Através das lentes concetuais do
neorrealismo, procuraremos responder à seguinte questão de investigação: Em que
medida é a FRC reflexo de uma China revisionista ou, ao invés, do status quo? Since the end of the Cold War, the United States of America has been the hegemonic state. In a context in which the hegemony of states is not eternal, an actor is emerging in the new global order that stands out from the others: China. Beijing has demonstrated that it intends to play a leading role in global governance, based on the development of soft power that projects the image of a peaceful power. Since its launch in 2013, the Belt and Road Initiative (BRI) has been a privileged instrument for promoting the re-emergence of the Middle Kingdom. Relying on the economic, political, military, and cultural scale of the BRI, Beijing invokes an imperial past, promoting harmonious development while encouraging cooperation with other countries. Against this backdrop, the present study proposes to assess the impact of the BRI on the so-called Community of Common Destiny as an alternative to the traditional Western vision of international relations. Specifically, it seeks to fill a gap in the various studies of the BRI to understand the disruptive and/or revisionist scope inherent in such an initiative. Through the conceptual lens of neorealism, we will attempt to answer the following research question: To what extent is the BRI a reflection of a revisionist China or, on the contrary, of the status quo? |
