Resumo(s): | Numa era digital cada vez mais dinâmica e interativa, Pequim tem pugnado por uma autonomia
tecnológica, ao mesmo tempo que se esforça por exercer uma influência crescente sobre os
mercados mundiais digitais. Neste sentido, em 2015, o presidente Xi Jinping anunciou a Rota da
Seda Digital (como componente mais recente da Faixa e Rota Chinesa), uma iniciativa que visa
promover a influência digital, económica e política da China no estrangeiro. Para o efeito, a Huawei
tem-se revelado um instrumento primordial com vista à concretização do objetivo acima
mencionado. Contudo, o governo chinês tem sido alvo de acusações, por parte dos países
ocidentais, que o criticam por instrumentalizar a Huawei, no âmbito da Rota da Seda Digital (RSD),
no exercício de espionagem e concomitante tentativa de exportação de um sistema digital
autoritário semelhante ao implementado na China. Neste sentido, a digitalpolitik afigura-se a lente concetual mais adequada, por possuir um enfoque predominantemente digital, tal como a nossa
investigação, afastando-se da visão de uma internet global baseada em valores, e ao adotar um
enfoque mais pragmático na materialização dos principais interesses de um país. Dito isto, esta
dissertação procura responder à seguinte pergunta de investigação: Que contornos têm
caracterizado a ligação entre a Huawei e a RSD desde o seu lançamento no quadro da política
externa chinesa? Optou-se por delimitar temporalmente a investigação no período compreendido
entre março de 2015 e agosto de 2022, na medida em que estes correspondem, respetivamente,
ao lançamento da RSD e aos ataques cibernéticos realizados pela República Popular da China a
Taiwan, no seguimento da visita de Nancy Pelosi à Taipé. No que à estrutura concerne,
começamos por contextualizar o surgimento da Faixa e Rota Chinesa (FRC), analisando
posteriormente os contornos da relação entre a Huawei e o Partido Comunista Chinês. Por fim,
avaliamos as caraterísticas desta empresa enquanto ator internacional suscetível de auxiliar a
China a alcançar uma crescente influência digital. Esta dissertação conclui, a expansão da Huawei
deve ser vista como parte da estratégia de Pequim em aumentar a capacidade de vigilância sobre
os cidadãos chineses, bem como em gerar uma ordem digital (mais) sinocêntrica. In an increasingly dynamic and interactive digital age, Beijing has been striving for technological autonomy, while also attempts to exert increasing influence over global digital markets. In this regard, in 2015, President Xi Jinping announced the Digital Silk Road (as the latest component of the Chinese Belt and Road), an initiative aimed at promoting China's digital, economic and political influence abroad. To this end, Huawei has proven to be a primary tool towards achieving the aforementioned goal. However, the Chinese government has been the target of accusations by Western countries, which criticise it for using Huawei, within the scope of the Digital Silk Road (DSR), to spy and concomitantly attempt to export an authoritarian digital system similar to the one implemented in China. In this sense, digitalpolitik seems to be the most appropriate conceptual lens, as it has a predominantly digital focus, just like our research, moving away from the view of a value-based global internet and adopting a more pragmatic focus on the materialisation of a country's main interests. That said, this dissertation seeks to answer the following research question: Which contours have characterised the connection between Huawei and the DSR since its launch within the framework of chinese foreign policy? We have chosen to temporally limit the research to the period between March 2015 and August 2022, as it corresponds, respectively, to the launch of the DSR and the cyberattacks carried out by the People's Republic of China on Taiwan, following Nancy Pelosi's visit to Taipei. As regards the structure, we begin by contextualising the emergence of the Belt and Road Initiative (BRI). Later, we analyse the contours of the relationship between Huawei and the Chinese Communist Party. Finally, we assess the characteristics of this company as an international actor capable of helping China to achieve a growing digital influence. In conclusion, Huawei's expansion should be seen as part of Beijing's strategy to increase its surveillance capacity over Chinese citizens, as well as to generate a (more) sinocentric digital order. |
