Resumo(s): | Atualmente, 55% da população mundial vive em áreas urbanas, sendo que as Nações Unidas salientam
que “O mundo continua em urbanização” e que é previsível que a população mundial será 68% urbana
até 2050. Assim, devido ao crescimento das áreas urbanas, têm surgido diversos problemas e desafios
no processo de planeamento das cidades, potencializados pelo aumento populacional contínuo. Em
muitas cidades, os agentes responsáveis têm elaborado planos estratégicos de atuação que se refletem
no próprio processo de planeamento das cidades com o intuito de encontrar soluções que diminuam os
impactos negativos do constante crescimento, promovendo áreas urbanas sustentáveis. Neste sentido,
este trabalho visa compreender a evolução dos processos de planeamento espacial na
contemporaneidade, visto que este torna-se o ponto crucial no entendimento das cidades futuras e dos
seus sistemas. Mais do que isto, pretende-se analisar como a evolução destes processos e o acesso a
dados e estatísticas podem melhorar a adequação das propostas estratégicas subjacentes ao
planeamento, para a contínua criação de cidades que correspondam aos imediatos interesses
governamentais e populacionais. Busca-se, também, entender quais são as mais recentes ferramentas
que podem auxiliar as cidades a elaborar os seus Planos Diretores Municipais de forma mais eficaz e,
além disto, entender o quanto estas ferramentas estão integradas aos diversos âmbitos para conceber
uma compreensão a nível “global” do território urbano. Buscando analisar e aplicar os conceitos, é
apresentado um Estudo de Caso referente à cidade de Divinópolis (MG, Brasil). De forma a atingir os
objetivos propostos, é definido um recorte temporal de aproximadamente 30 anos e nos quais se analisa
os Planos Diretores da cidade e as estratégias de atuação subjacentes, fazendo um paralelo entre estes
e o estudo de outras cidades, Smart Kalasatama e Edmonton. Como resultado final, são salientadas
algumas das mais recentes ferramentas que podem auxiliar a elaboração de estratégias urbanas mais
eficazes e como estas podem ser integradas no próprio processo de planeamento urbano em prol da
sustentabilidade. Currently, 55% of the world's population lives in urban areas, and the United Nations points out that "The world continues to urbanize" and that it is foreseeable that the world's population will be 68% urban by 2050. Thus, due to the growth of urban areas, several problems and challenges have arisen in the city planning process, boosted by the continuous population increase. In many cities, the responsible agents have drawn up strategic action plans that are reflected in the city planning process itself, with the aim of finding solutions that reduce the negative impacts of constant growth, in order to promote sustainable urban areas. In this sense, this work aims to understand the evolution of spatial planning processes in contemporary times, as this becomes the crucial point in understanding future cities and their systems. More than that, it intends to analyze how the evolution of these processes and the access to data and statistics can improve the adequacy of the strategic proposals underlying the planning, for the continuous creation of cities that correspond to the immediate governmental and population interests. It also seeks to understand what are the most recent tools that can help cities to prepare their Master Plans more effectively and, in addition, to understand how much these tools are integrated into the different areas to conceive an understanding at the “global” level of the urban territory. In order to analyze and apply the concepts, a case study referring to the city of Divinópolis (MG, Brazil) is presented. In order to achieve the proposed objectives, a time frame of approximately 30 years is defined and in which the city's Master Plans and the underlying action strategies are analyzed, making a parallel between these and the study of other cities, Smart Kalasatama and Edmonton. As a final result, some of the most recent tools are highlighted that can help the elaboration of more effective urban strategies and how these can be integrated into the urban planning process itself in favor of sustainability. |
