Resumo(s): | A categoria de “burocratas no terreno” foi proposta nos anos 80 por Michael Lipsky, no seu livro
que se tornou uma referência importante no âmbito das políticas públicas, de seu título “Street-level
bureaucracy: Dilemmas of the individual in public services”. Dentro desta categoria, encontram-se todos
os funcionários que interagem com os utentes na implementação de políticas públicas, como é o caso
dos professores, polícias, assistentes sociais, profissionais de saúde, profissionais das agências de
atendimento, funcionários da reinserção social, entre outros (Lipsky, 2010).
A DGRSP (Direção-Geral de Reinserção e Serviços Prisionais), é o organismo do Ministério da
Justiça que engloba a profissão de técnico superior de reinserção social, que vai ser analisada neste
estudo. Estes funcionários, têm como mote principal a reinserção dos seus utentes na sociedade, de
modo que não voltem a reincidir.
O objetivo deste trabalho é perceber como funciona o trabalho destes funcionários em Portugal, mais
propriamente na região do Cávado e do Ave. Para além disso, visa entender quais os entraves que se
colocam no desempenhar das suas tarefas, tal como os fatores que os motivam. Após essa análise,
importa igualmente ver o que pode ser melhorado nesta função, para que a satisfação destes indivíduos
aumente. Para isso, foram realizadas entrevistas aos técnicos superiores de reinserção social.
Os resultados obtidos indicam que, de facto, existem fatores que influenciam o desempenho dos
entrevistados nas suas funções. A falta de incentivos influencia o desempenho de forma negativa; o stress
que os funcionários da reinserção social sofrem no seu trabalho prejudica igualmente o desempenho; o
gosto pela profissão ajuda a um bom desempenho destes burocratas no terreno; a escassez de recursos
também é negativa para o desempenho dos funcionários da reinserção social; e a exposição ao risco
influencia negativamente o desempenho destes trabalhadores nas suas funções. The category of “street-level bureaucrats” was proposed in the 1980s by Michael Lipsky, in his book that has become an important reference in the field of public policy, entitled “Street-level bureaucracy: Dilemmas of the individual in public services”. In this category are all employees who interact with users in the implementation of public policies, such as teachers, police officers, social workers, health professionals, professionals from service agencies, social reintegration employees, among others. (Lipsky, 2010). DGRSP (Direção-Geral de Reinserção e Serviços Prisionais), is the body of the Ministry of Justice that encompasses the social reintegration superior technician career, the position that will be analyzed in this study. These employees have as their main motto the reintegration of their users into society, so that they do not re-offend. The objective of this work is to understand how the work of these employees works in Portugal, more specifically in the Cávado and Ave region. In addition, it aims to understand the obstacles that arise in the performance of their tasks, as well as the factors that motivate them. After this analysis, it is also important to see what can be improved in this role, so that the satisfaction of these individuals increases. For this, interviews were conducted with superior technicians of social reintegration. The results indicate that, in fact, there are factors that influence the performance of the interviewees in their functions. Lack of incentives negatively influences performance; the stress that social reintegration workers experience in their work also negatively affect performance; the taste for the profession helps these bureaucrats to perform well in the field; the scarcity of resources is also negative for the performance of social reintegration workers; and exposure to risk negatively influences the performance of these workers in their roles. |
