Resumo(s): | Com a crise da dívida soberana que assolou a Europa em 2010 e que levou à intervenção do
FMI em Portugal, bem como em outros países da UE, foi dado um maior destaque à política
macroprudencial. O risco sistémico está inerente à atividade económica e numa era cada vez
mais global este revela-se mais expressivo. A estabilidade do sistema financeiro é atingida
quando os objetivos de política são eficazes. Daí a importância de políticas que tenham como
foco a mitigação deste risco. No entanto, tendo em conta a heterogeneidade das economias
europeias, não se torna fácil para o BCE levar a cabo uma política que se adapte às
características de cada país e, mesmo assim, cumpra os seus objetivos. A estabilidade do
sistema financeiro-bancário ainda não está assegurada, inclusive pela literatura, sendo que é
de realçar o facto deste sistema ter sofrido alguns impactos nos últimos anos, nomeadamente
com a pandemia da covid-19 e, mais recentemente, com a guerra na Ucrânia. Para além disso,
os novos incumbentes no mercado bancário, mais concretamente o shadow banking, dão
ainda mais destaque à importância que a política macroprudencial assume na estabilidade da
Zona Euro. Porém, apesar de a literatura se ter centrado ainda mais nestes temas desde a
grande crise, após 12 anos ainda não existem respostas estatisticamente significativas do
ponto de vista econométrico sobre a estabilidade e os efeitos da política macroprudencial nas
diferentes economias. Desta forma, este tópico é ainda um trabalho incompleto. A regulação
atual também não permite afirmar que a estabilidade do sistema financeiro está garantida.
Assim, com esta dissertação pretendemos rever a literatura já existente e evidenciar quais os
aspetos a melhorar para uma eficaz política macroprudencial ao nível de cada economia
europeia. Concluiu-se que a regulação aumentou substancialmente após a crise da dívida
soberana e que a estabilidade macroeconómica portuguesa é atingida quando o indicador
compósito de stress financeiro apresenta valores sólidos. With the sovereign debt crisis that struck Europe in 2010 and led to IMF intervention in Portugal, as well as in other EU countries, a greater emphasis was placed on macroprudential policy. Systemic risk is inherent to economic activity and in an increasingly global era this proves to be more expressive. Financial system stability is achieved when policy objectives are effective. Hence the importance of policies aimed at mitigating this risk. However, given the heterogeneity of the European economies, it is not easy for the ECB to carry out a policy that adapts to the characteristics of each country and, even so, meet its objectives. The stability of the financial-banking system is not yet assured, including by the literature, and it is noteworthy that this system has suffered some impacts in recent years, namely with the covid 19 pandemic and, more recently, with the war in Ukraine. In addition, new incumbents in the banking market, specifically shadow banking, further emphasize the importance of macroprudential policy in the stability of the Eurozone. However, although the literature has focused even more on these issues since the great crisis, after 12 years there are still no statistically significant econometric answers on the stability and effects of macroprudential policy in different economies. Thus, this topic is still an incomplete work. The current regulations also do not allow us to state that the stability of the financial system is guaranteed. Thus, with this dissertation we intend to review the existing literature and highlight which aspects should be improved for an effective macroprudential policy in each European economy. It was concluded that regulation increased substantially after the sovereign debt crisis and that Portuguese macroeconomic stability is achieved when the composite financial stress indicator shows solid values. |
