Resumo(s): | O património cultural assume-se como um fenómeno social, determinado pelas relações
sociais, e a sua democratização implica considerar o património como algo além das heranças e do
passado. Implica relacioná-lo com as necessidades contemporâneas e efetivar esta relação em termos
de políticas patrimoniais, para além da cultura dos segmentos sociais privilegiados e preservando
também a cultura popular.
A presente investigação analisa os processos identitários e o Turismo de Base Comunitária, no
contexto do reconhecimento da pesca artesanal da tainha no Campeche (Florianópolis, Santa Catarina,
Brasil) como património cultural. As fontes que permitiram a realização do estudo foram primárias e
secundárias. Entre as fontes primárias destacam-se entrevistas realizadas a nativos da Ilha de Santa
Catarina e observação no terreno. No que diz respeito às fontes secundárias foram utilizados
documentos relativos ao processo de patrimonialização. A investigação empírica confirmou
pressupostos teóricos relacionados com a construção identitária que se realiza nos processos de
patrimonialização, verificando o predomínio da metacultura entre os líderes comunitários e da cultura
vernácula entre os nativos mais idosos, não envolvidos em ações preservacionistas, o que implica
necessidades sociais diferentes para ambos os sujeitos. Os principais contributos da investigação estão
relacionados com a verificação da convergência dos pressupostos do campo patrimonial e do Turismo
de Base Comunitária, uma vez que esta oferta não se configura como um segmento do mercado
turístico, mas está ancorada na organização comunitária, na preservação ambiental e cultural, na
produção de sentido e na comunicação. Os resultados revelaram ainda a relevância da articulação
interinstitucional no apoio do Estado às comunidades detentoras dos bens culturais imateriais e
indicaram a necessidade de planeamento e inserção a médio e longo prazo na relação entre o Estado e
a Sociedade Civil Organizada. Estas ilações devem ser concretizadas na perspectiva intercultural,
contemplando ações educacionais alicerçadas em valores éticos e de apoio técnico para o
fortalecimento das organizações coletivas preservacionistas. As a social phenomenon, cultural heritage is determined by social relations, and its democratization implies considering heritage as something beyond heritage and the past, relating it to contemporary needs and implementing this relationship in heritage policies, beyond the culture of privileged social segments and also preserving popular culture. This investigation analyzes the identity processes and Community-Based Tourism, in the context of the recognition of artisanal mullet fishing in Campeche (Florianópolis, Santa Catarina, Brazil) as cultural heritage. The sources that allowed the study to be carried out were primary and secondary. Among the main primary sources, interviews with natives of the Island of Santa Catarina, and field observation; among secondary sources, documents relating to the patrimonialization process. The empirical investigation confirmed theoretical assumptions related to the construction of identity that takes place in patrimonialization processes, verifying the predominance of metaculture among community leaders, and of vernacular culture among older natives, not involved in preservation actions, which implies different social needs for each category of subjects. The main contributions of the investigation are related to verifying the convergence of the assumptions of the heritage field and Community-Based Tourism, since this offer is not configured as a segment of the tourist market, but it is anchored in community organization, environmental and cultural preservation, in the production of meaning and in communication, but not in the instrumentalization of heritage to obtain profit. The convergence among patrimonialization processes is also based on the fact that such processes are inserted in the context of commercialized patrimonial activations, which does not necessarily mean spectacularization; although this risk must be considered, it may be smaller in the context of Community-Based Tourism, approaching classic heritage activations, such as for internal consumption. The results also pointed out the relevance of the interinstitutional articulation for the States support to the communities that hold intangible cultural goods, and indicated the need for insertion in the medium and long-term planning in the relationship between the State and Organized Civil Society, which must be carried out in an intercultural perspective, contemplating educational actions based on ethical values and technical support for the strengthening of collective preservation groups. |
