O ordenamento florestal no município de Braga: contributo para a sua sustentabilidade

Abstract

Os espaços florestais são social, ambiental e economicamente importantes, contribuindo de diversas formas, para a qualidades de vida nas cidades, nomeadamente com espaços de convívio e lazer, através da regulação microclimática e da diminuição da poluição, etc. Os referidos espaços ajudam a criar cidades mais sustentáveis. No entanto, o crescimento urbano e, consequentemente, o crescimento da população, pode conduzir à perda de espaços florestais e ao aumento da poluição ambiental, o que vai afetar a sua sustentabilidade. Neste sentido, a presente investigação tem como objetivo principal conhecer e avaliar os espaços florestais e o seu ordenamento, bem como o seu contributo para a sustentabilidade no município de Braga. Numa primeira fase, foram apresentados os conceitos relevantes no âmbito do ordenamento florestal, os quais serviram de suporte teórico para a investigação, destacando-se o conceito de espaços florestais, de desenvolvimento sustentável, assim como o conceito de sustentabilidade. De seguida procedeu-se à caracterização do território, com recurso à elaboração de cartografia temática, destacando-se os elementos físicos, e, em particular, a evolução da ocupação do solo e da ocupação florestal. Na segunda fase, procedeuse a uma análise critica do PDM do município de Braga e do PROF EDM, de modo a perceber como se encontra o ordenamento dos espaços florestais na área de estudo. Na parte final, partindo das informações recolhidas, foi elaborada uma análise SWOT, de modo a conhecer as potencialidades, ameaças, pontos fortes e fracos do ordenamento florestal na área de estudo. Relativamente aos resultados obtidos, observou-se uma redução da ocupação florestal do solo de 1990 para 2018, uma diminuição da área ocupada pela agricultura e um aumento das áreas sociais (territórios artificializados). Em termos de ocupação florestal, verificou-se que, no período de 1990 a 2018, a tipologia predominante foi a da floresta mista, embora com oscilações ao longo do período em análise. Os resultados desta investigação apontam no sentido de haver uma necessidade de maior atenção aos espaços florestais presentes no município, pois é reconhecida a falta de informação sobre alguns aspetos fundamentais do sector florestal e a falta de informação aumenta as incertezas e os riscos, dificultando a elaboração e implementação de políticas para o sector. É necessário melhorar e reforçar a educação ambiental e florestal.

Forest spaces are social, environmental and economically important, contributing in several ways to the quality of life in cities, namely with spaces for socializing and leisure, through microclimate regulation and reduction of classification, etc These spaces help to create more sustainable cities. However, urban growth and, consequently, population growth, can lead to the loss of forest spaces and increased environmental pollution, which will affect its sustainability. In this sense, the present research has as main objective to know and evaluate the forest spaces and their organization, as well as their contribution to sustainability in the municipality of Braga. In a first phase, relevant concepts were presented within the scope of forest management, which served as theoretical support for the investigation, highlighting the concept of forest spaces, sustainable development, as well as the concept of sustainability. Then, the characterization of the territory was proceeded, using thematic cartography, highlighting the physical elements and, in particular, the evolution of land occupation and forest occupation. In the second phase, a critical analysis of the PDM of the municipality of Braga and of the PROF EDM was carried out, in order to understand how the ordering of forest spaces in the study area is found. In the final part, based on the collected information, a SWOT analysis was elaborated, in order to know the potentials, threats, strengths and weaknesses of the forest management in the study area. Relatively the results obtained, there was a reduction in forest land occupation from 1990 to 2018, a decrease in the area occupied by agriculture and an increase in social areas (artificial territories). In terms of forest occupation, it was found that in the period from 1990 to 2018 the predominant typology is that of mixed forest, although with fluctuations throughout the period under analysis. The results of this investigation point out that there is a need for more attention to the forest spaces present in the municipality, as it is recognized the lack of information on some fundamental aspects of the forest sector and the lack of information increases uncertainties and risks, making it difficult to elaborate and implementation of policies for the sector. It is necessary to improve and reinforce environmental and forestry education.
