Resumo(s): | Com a presente investigação, procura-se evidenciar a centralidade que a
adoção da língua portuguesa assumiu na educação em Timor-Leste, colocando a
questão linguística no centro das preocupações do sistema educativo. As fragilidades
de um Estado em construção assumem um peso expressivo e concorrem para que o
país seja permeável a interesses vários, cujo resultado mais evidente é a permanente
ebulição da educação.
Qualquer que seja o ângulo de entrada no sistema educativo, é a questão da
língua que surge como “santo-e-senha”, ela é problema e solução de todos os males. É
esta tensão que faz com que sejam focados na dimensão linguística os sucessos e
insucessos da educação, relegando para planos secundários questões centrais, como a
qualificação científica e pedagógica, sobretudo a formação contínua dos professores.
Selecionamos o ensino da língua portuguesa e a formação de professores como
objeto deste estudo e com base num corpus de textos significativos, discursos oficiais
políticos e pedagógicos sobre os programas de língua portuguesa e de formação de
professores, procuramos compreender o ensino do português a partir de 2002. O
discurso pedagógico oficial constitui um meio de configuração e reconfiguração das
práticas, sendo importante conhecer o que dizem esses textos, que papel
desempenham e qual a sua apropriação pelas escolas e pelos professores. Analisamos
a recontextualização pedagógica do discurso oficial (Bernstein, 1990), considerando a
escola como espaço de formação de professores.
As medidas de política educativa oscilam entre avanços e recuos, de acordo
com aquilo que é a visão dos protagonistas em cada momento, relativamente à adoção
do português como língua oficial. Assim, assiste-se periodicamente, ora à afirmação da
língua portuguesa, ora ao seu apagamento, invocando as suas dificuldades e o valor
das línguas nativas. A opção pelo português surge arrumada nos textos, mas são
visíveis as discrepâncias entre o que se diz e o se faz, entre o discurso e as práticas,
entre a decisão política e as práticas linguísticas daquela comunidade. With this thesis, we aim to make evident the impact of the adoption of the Portuguese language in the educational system of East Timor, which put the issues of languages in the center of the debates about Timorese educational system. Whatever the perspective adopted to analyse the educational system, language has a vital role as it is considered in many discourses as a problem and as a solution for all harms. This centrality implies that, for instance, the quality of education appears as an output of the options about the “language of the school”, relegating to secondary plans important issues as the need to foster teacher education. In the present study, we focus the educational context of East Timor, particularly basic education. We selected Portuguese language teaching and teacher education as the object of this study, we approach through the analyses of political and pedagogic official discourses on Portuguese language and teacher education programs. School syllabuses constitutes a means of configuration and reconfiguration of practices, and it is therefore important to know what these texts say to and about teachers, what is their role, and also to inquire about their appropriation by schools and teachers. To this extent, we analyse pedagogical recontextualization of official discourse (Bernstein, 1990), which takes place in school contexts and in other contexts such as the “spaces” of teacher education. The education of Portuguese language teachers, particularly continuing education, is of key relevance, considering the low levels of formal education of Timorese teachers, and the embryonic and ephemeral nature of the teacher training projects that have been developed in the country. Regarding the Portuguese teaching in basic education, we seek to understand the processes that occurred in the country after 2002, considering meaningful corpus of texts and comparing their content with practices. Teacher education is analysed as a driver to education system quality, in close connection with the Portuguese language teaching discourses and practices, the two being articulated by specific circumstances of a post- conflict and emergency scenario. |
