Não existe lugar na cidade?: pressão imobiliária, gentrificação e o direito à habitação em Guimarães

Abstract

A falta de habitação, a precariedade dos contratos de arrendamento, a não renovação dos contratos e as ordens de despejo são problemas emergentes em Portugal. Este contexto é em parte decorrente dos impactos provocados pela Lei nº31/2012 de 14 de agosto, atingindo com especial violência as pessoas com arrendamento em situação de vulnerabilidade social. Esta investigação tem como principal objetivo conhecer o mercado habitacional e as suas mudanças, com enfoque no acesso ao direito à habitação por parte da população residente, a insegurança vivida, os constrangimentos e mesmo as imposições que a habitação (ou falta dela) estabelece nas famílias. Face a este objetivo, a investigação procurará responder ao problema relacionado com as dificuldades dos residentes em situação de precariedade a nível habitacional. Esta investigação recorre aos dados recolhidos na cidade de Guimarães, sendo baseada numa metodologia ancorada em métodos qualitativos, como a observação, entrevistas e as conversas informais.

The lack of housing, the precarious nature of rental agreements, the non-renewal of rental agreements and the eviction orders are emerging issues in Portugal. The current state of affairs is partly due to the application of Law 31/2012, of August 14th, which has had its most dramatic effects amongst renting households in a state of social vulnerability. The main goal of this research is the characterization of the housing market and its evolution, with an emphasis on the exercise of housing rights by the resident population, the feelings of insecurity that arise, the constrains and the demands that housing availability (or the lack thereof) imposes on families. Given these objectives, our efforts will seek answers to the problems suffered by the residents with respect to precarious housing arrangements. This research relies on the data collected in the city of Guimarães and is based on qualitative approaches such as observation, interviews and informal conversations.
