Resumo(s): | Após a Guerra Fria, o mundo assistiu ao alargamento do conceito de segurança, que passou a contemplar também as ameaças provenientes de ameaças não militares. Neste contexto, a Escola de Copenhaga construiu a teoria da securitização para compreender como
se processa esse alargamento (atores, meios, condições) e quais os efeitos do mesmo. A
securitização ocorre quando, por meio de um ato discursivo, uma temática é transferida para a
esfera securitária, dramatizando-a e priorizando-a.
A presente dissertação tem como propósito compreender se a crise na Líbia, em 2011,
foi alvo de um movimento de securitização, no momento da intervenção da OTAN
(Organização do Tratado do Atlântico Norte). Assume-se como baliza temporal o ano de
2010 (apontado como sendo a data de início das insurreições ligadas à “Primavera Árabe”) e
o final de 2015, altura em que o Conselho de Segurança das Nações Unidas (CSNU) aprovou
a última resolução diretamente relacionada com a Líbia. O vazio de poder e a insegurança,
provocados pela queda do regime de Muammar Khadafi, conduziram à proliferação, em
território líbio, de redes de crime organizado, da imigração ilegal, da violência e do estado
latente de desintegração do país.
Esta realidade traçada a negro coloca a possibilidade de a crise na Líbia ter sido
securitizada. O descontrolo da situação e as proporções atingidas pelos protestos, que se
disseminaram por todo o país, acabariam por culminar numa intervenção externa, com a
França (e o Reino Unido) a assumirem, primeiramente (mais tarde seria a OTAN a liderar a
coligação), a dianteira e os com os Estados Unidos a embarcarem na intervenção, apesar de
pouco convencidos e reticentes. A Operação Unified Protector foi aprovada pelo CSNU e
justificada ao abrigo do princípio da Responsabilidade de Proteger, que se viria a revelar uma
incursão cujo objectivo implícito era a mudança de regime (em detrimento da proteção da
população líbia). Este emergir de possibilidades contraditórias aos ditames expressos na
doutrina vem colocar em causa o espaço conquistado pela Responsabilidade de Proteger em
panoramas de cariz humanitário, onde há iminência de serem perpetrados genocídios, crimes
de guerra, limpeza étnica e crimes contra a humanidade. After the Cold War the world witnessed the expansion of security concept, which now also integrates the non-military threats. In this context, Copenhagen School built the securitization theory to understand how this widening happens (actors, ways, and conditions) and what the effects are. Securitization occurs when by a discursive way an issue is transferred to the security sphere, dramatizing and prioritizing it. The present thesis has the intent to understand if the Libyan crisis in 2011 was a result of a securitization movement at the moment of OTAN’s intervention. 2010 is the established starting point (assumed to be the beginning point of uprisings related to the “Arabic Spring”), and the end of 2015 is the ending point when the United Nations Security Council (UNSC) approved the last decision directly related with Libya. The lack of power and insecurity resulting from the fall of Muammar Khadafy’s system, lead to the bloom of organized crime networks, illegal immigration, violence and the latent decay of Libya. This dark reality has brought up the possibility of Libyan crisis to become securitized. The uncontrolled situation and the proportions reached by the protests spread all over the country would end in external assistance with France (and the UK) taking over at first (then it would be the OTAN heading the alliance) and with the USA taking part in the intervention although being reluctant and not sure. The UNSC approved unified Protector Operation and justified under the responsibility to protect principle which turned out to be an incursion that had the underlying goal of system change (to the detriment of Libyan population protection). This arises of conflicting possibilities to the precepts displayed in the doctrine questions the space achieved by Responsibility to protect in humanitarian features where’s genocides, war crimes, ethnic cleansing and crimes against humanity may be on the verge to happen. |
