Dinâmicas de participação das crianças: o orçamento participativo das escolas: estudo de caso

Abstract

A participação da criança, no meio escolar, não é sempre valorizada e a sua opinião pode ser uma mais-valia, não apenas para um grupo de alunos, mas para toda a comunidade escolar. Para poder desenvolver essa participação, foi criado uma medida chamada “Orçamento Participativo das Escolas” que possui como objetivo estimular a participação cívica e democrática dos estudantes. Essa medida é desenvolvida pelas escolas e consiste em permitir aos alunos desenvolver um projeto para poder melhorar a sua escola. De modo a perceber de que forma essa medida traz uma evolução à participação dos alunos e à valorização das suas ideias, foi realizado um estudo de caso. Este estudo foi realizado num agrupamento de escolas que executou a medida pelo segundo ano consecutivo.Para isso, foi realizado uma pesquisa para poder recolher dados sobre o Orçamento Participativo e a participação das crianças. A nível bibliográfico, foi analisado o despacho de lei n.º436- A/2017 bem como, documentos científicos centrados na participação das crianças no contexto escolar. Por além da bibliografia, foram realizados entrevistas aos professores responsáveis pela execução da medida e aos alunos do agrupamento. No fim, as diferentes entrevistas foram analisadas para perceber as opiniões sobre o Orçamento Participativo e a sua execução. Através da análise dos vários dados recolhidos, a análise documental e a análise das entrevistas, foi possível concluir que o Orçamento Participativo das Escolas traz aos alunos o poder de desenvolver algo de novo na sua escola que pode ser valorizado não só por eles ou pelo grupo, mas por todos os alunos e professores da escola. Essa medida mostra a importância da valorização das ideias desses alunos pelos professores e responsáveis. É também um pequeno passo para a evolução da participação e da inclusão dos estudantes no contexto escolar, mas é um grande passo para a valorização e a escuta das crianças sobre os temas em que elas são incluídas, mesmo se essas ideias não sejam sempre possiveis de realizar.

The participation of the child in the school environment is not always valued and his opinion can be an asset, not only for a group of students, but for the whole school community. In order to be able to develop this participation, a measure called "Participative Budget of the Schools" was created. The purpose of this measure is to stimulate the civic and democratic participation of the students. It is developed by schools and consists of allowing students to develop a project to improve their school. In order to understand how this measure brings an evolution to the student’s participation and the valuation of their ideas, a case study was carried out. This study was implemented in a group of schools that executed the measure for the second consecutive year. For this, a research was conducted to collect data about the Participative Budget and the participation of children. In terms of bibliography, law number 436-A / 2017 was analyzed as well as, scientific documents focused on the participation of children in the school context. Besides the bibliography, interviews were carried out with the teachers responsible for the implementation of the measure and the students of the group. In the end, the different interviews were analyzed to understand the opinions about the Participative Budget and its execution. Through the analysis of the collected data, the documentary analysis and the analysis of the interviews, it was possible to conclude that the Participative Budget of the Schools gives the students the power to develop something new in their school that can be valued not only by him or by the group, but by all the students and teachers of the school. This measure shows the importance of valuing the ideas of these students by the teachers and those in charge. It is also a small step in the evolution of student participation and inclusion in the school context, but it is a great step for children to value and listen to the topics in which they are included, even if those ideas are not always accomplished.
