Resumo(s): | Nos últimos anos, a União Europeia impôs às empresas de interesse público dos seus
Estados Membros a rotação obrigatória do engagement partner e a rotação obrigatória da
empresa de auditoria como forma de reforçar a independência do auditor e a qualidade da
auditoria. Em Portugal, ambas as medidas foram incluídas no Estatuto da Ordem dos
Revisores Oficiais de Contas: a rotação obrigatória do engagement partner no ano de
2008 e a rotação obrigatória da empresa de auditoria, em 01.01.2016.
Contudo, apesar da implementação da rotação obrigatória do auditor, a evidência
empírica obtida pelos estudos internacionais sobre a sua influência ao nível da
independência/qualidade da auditoria é limitada (Lennox et al., 2014; Cameran et al.,
2015). A literatura internacional apresenta posições diferentes quanto aos efeitos da
rotação obrigatória a nível do engagement partner/empresa de auditoria.
Assim, esta dissertação tem como objetivo analisar a influência da rotação obrigatória
do engagement partner ao nível do relato em auditoria, e em particular, na propensão para
a emissão de relatórios de auditoria qualificados. Para tal, foi utilizado o paradigma
positivista de investigação, com uma abordagem de carácter quantitativo. A amostra
usada no estudo econométrico inclui as empresas cotadas na Euronext Lisbon no período
de 2007 a 2016.
Os resultados indicam que não há evidência significativa de que a rotação obrigatória
do engagement partner influencie o relato em auditoria no ano em que ocorre a rotação,
nem no ano anterior e posterior à rotação obrigatória. Contudo, e apesar da sua
insignificância estatística, os resultados obtidos sugerem que a propensão do auditor para
emitir relatórios de auditoria qualificados diminui no ano em que ocorre a rotação, e no
ano imediatamente anterior e posterior à rotação obrigatória do engagement partner.
Quando a análise se alarga para os dois anos anteriores e posteriores a rotação, os
coeficientes das variáveis explicativas mantêm o sinal negativo e não significativo, mas
são consistentes ao sugerir uma tendência de descida na propensão do auditor para emitir
relatórios de auditoria qualificados nos anos em torno da rotação obrigatória do
engagement partner. In the last decade the European Union imposed to Member States the mandatory rotation of the audit engagement partner and of the audit firm in public interest entities, as a means of enhancing the auditors’ independence and audit quality. In Portugal, both measures were included in the Statute of the Ordem dos Revisores Oficiais de Contas: the mandatory rotation of the engagement partner in 2008 and the mandatory rotation of the audit firm, on 01.01.2016. Despite the implementation of mandatory rotation of the audit engagement partner/audit firm, empirical evidence obtained by international studies on its influence on auditors’ independence and audit quality is limited (Lennox et al., 2014; Cameran et al., 2015). International literature presents different positions on the effects of mandatory rotation on both the engagement partner and the audit firm level. Therefore, this dissertation aims to analyze the influence of the engagement partner mandatory rotation on audit reporting, in particular, in auditor’s propensity to issue qualified audit reports. For such purpose, the positivist paradigm of research was used, with a quantitative approach. The sample used in the econometric study includes companies listed on the Euronext Lisbon from 2007 to 2016. The results obtained indicate that there is no significant evidence that mandatory rotation of the engagement partner influences audit reporting in the year of the rotation, nor in the years immediately before and after mandatory rotation. However, and despite its statistical insignificance, the results suggest a decrease of the auditor's propensity to issue qualified audit reports in the rotation year, and in the years immediately before and after the mandatory rotation of the engagement partner. When the analysis is expanded to two years before and after mandatory rotation, the coefficients of the explanatory variables remain insignificantly negative, but consistently suggest a decreased tendency of auditor’s propensity to issue qualified audit reports in years around the mandatory rotation of the engagement partner. |
