Perspetiva de militares da Guarda Nacional Republicana sobre a violência doméstica: Núcleo de Investigação e Apoio a Vítimas Específicas

Abstract

O presente trabalho subordina-se ao tema da violência doméstica (VD). Tem como objetivo central, perceber qual a importância do Núcleo de Investigação e Apoio a Vítimas Específicas (NIAVE) na investigação e intervenção dos crimes de VD, a partir da perspetiva dos militares da Guarda Nacional Republicana (GNR) do Comando Territorial de Braga. Esta perspetiva é captada a partir da utilização do método predominantemente qualitativo e recorrendo sobretudo à técnica da entrevista semidiretiva/semidirigida. As entrevistas foram realizadas aos diversos militares previamente selecionados. Posteriormente, e a título complementar foram analisadas estatísticas criminais portuguesas, procurando-se verificar se convergem ou não com os dados recolhidos nas entrevistas veiculando a perceção dos militares. Não obstante, é de referir que tal cruzamento de dados não é um objetivo específico deste trabalho. O conhecimento da perspetiva obtida através da análise de conteúdo das entrevistas dos militares entrevistados permitiria, ainda, perceber se a mesma é consubstanciada nas diferentes intervenções consoante a posição hierárquica que ocupam e respetiva função desempenhada (comando, patrulha, investigação e inquérito). Desta forma, pretendeu-se então compreender a importância que os entrevistados atribuem ao NIAVE enquanto núcleo especializado inserido na estrutura de investigação criminal que investiga e intervêm nos crimes de VD.

The current work is subordinated to the theme of domestic violence. Its central objective is to realize the importance of the NIAVE in the investigation and intervention on domestic violence crimes, from the perspective of the military from the National Republican Guard in Braga Territorial Command. This perspective will be captured predominantly through the qualitative method, and more specifically with the technique of semi-directive/ semistructured interviews. In this case, these interviews will be realized on several previously selected military. Criminal statistics will be on a complementary basis in order to ascertain whether these match interview data regarding the perception of the military. Nevertheless, it should be noted that such data crossing is not a specific objective of this work. Knowledge about the perspectives emanating from the interviews will contribute to determine whether these perspectives depend on the position the military occupy and the respective function performed (command, patrol, investigation and inquiry). In this way, it is intended to understand the importance that interviewees confer to NIAVE as a specialized unit inserted in the criminal investigation structure which investigates and intervenes on domestic violence crimes.
