Resumo(s): | Os alicerces da União Europeia foram bastante abalados pela atual crise financeira e económica,
levando as instituições supranacionais a ponderar medidas até aí consideradas inconcebíveis.
A forte crise financeira internacional, que se iniciou em 2008, originou um efeito dominó na
economia mundial, e colocou a descoberto a heterogeneidade do grupo de 17 países da Zona
Euro. Na vanguarda posicionaram-se os Estados do norte da Europa e, na retaguarda ficaram os
restantes, cujo caminho para a recuperação se tem revelado árduo e desigual.
A persistente fragmentação das medidas tomadas com o objetivo de alcançar maior eficiência e
integração no mercado da Zona Euro, tem feito crescer o interesse na possibilidade de emissão
de Eurobonds, como via de sanar a crise da dívida de alguns estados da Zona Euro, afastando
com isso algumas instituições financeiras europeias do perigo de colapso.
O presente estudo, tem como objetivo primordial compreender o impacto e a importância dos
Eurobonds enquanto solução para a estabilização económica e financeira da Zona Euro.
Pretende ainda contribuir para um maior conhecimento sobre este tema e para a reflexão sobre
as funções e viabilidade deste instrumento.
Na concretização dos objetivos enunciados será realizada uma análise qualitativa, com recurso a
entrevistas, por forma a complementar o estudo, pretendendo-se obter uma resposta para a
questão “Serão os Eurobonds a melhor forma de devolver estabilidade financeira, económica e
política à Zona Euro?”
O estudo desenvolvido permite concluir que a implementação deste instrumento, num clima
económico estável permitirá à Zona Euro a obtenção de um título bastante líquido, possibilitandolhe
competir com o mercado norte-americano e estabelecer o Euro como moeda de reserva de
valor. The foundations of the European Union were quite shaken by the current financial and economic crisis, leading supranational institutions to consider measures hitherto considered unthinkable. The strong international financial crisis, which began in 2007, led to a domino effect on the world economy, and revealed the heterogeneity of the group of 17 eurozone countries. Positioned at the forefront, were the northern Europe countries whilst the rest were in the rear, and whose road to recovery has proved arduous and uneven. The continuing fragmentation of the measures taken in order to achieve greater efficiency and integration in the eurozone, has led to an increased interest in the possibility of issuing Eurobonds, as a way to resolve the debt crisis in some states of the Eurozone, and at the same time do clear some European financial institutions from the danger of collapse. This study aims to understand the impact and importance of Eurobonds as a solution for the economic and financial instability of the Eurozone. It also aims to contribute to a better understanding of this topic and for reflection on the role, usefulness and feasibility of this instrument. In order to achieve the set out goals, a qualitative analysis will be applied, using interviews to complement the study, intending to get an answer to the question "Are Eurobonds the best way to restore financial, economic, and political stability in the Eurozone?" The study arrives to the conclusion that the implementation of this instrument in a stable economic climate will allow the Eurozone to obtain a very liquid instrument, allowing it to compete with the U.S. market and establish the euro as a reserve currency. |
