A entrada da China na OMC : ameaça ou oportunidade : o caso da indústria têxtil e de vestuário no norte de Portugal

Abstract

A um de janeiro de 2001 a China, potência mundial no comércio de produtos têxteis e de vestuário, passa a fazer parte integrante da Organização Mundial do Comércio, e uma salvaguarda especial sobre os produtos têxteis e de vestuário chineses foi estabelecida. Através da metodologia before and after e diference-in-differences foi estudado o impacto dessa reforma, em termos de emprego e produtividade, para o sector têxtil e de vestuário português situado na região norte. Utilizando como grupos de controlo as empresas da indústria do calçado na região norte de Portugal; e uma amostra aleatória de 30% das empresas da indústria transformadora, em Portugal continental, que não pertencem à indústria têxtil e de vestuário, os resultados apontam para que a reforma tenha tido um impacto negativo e robusto sobre a produtividade, enquanto o impacto sobre o emprego se mostrou ambíguo, na indústria têxtil e de vestuário no norte de Portugal.

On the first of January 2001 China, the world largest economy in terms of trade of textiles products and clothing, became an integral part of the World Trade Organization, and a special safeguard over Chinese textiles and clothing products was established. I employ before and after and difference-in-differences methodologies to study the impact of this reform on the level of employment and productivity of the textile and clothing sector located in the northern of Portugal. Using as control groups companies from footwear industry in the northern of Portugal and one random sample of 30% of companies of manufacturing industry (outside the textiles and clothing industry) in Portugal mainland, I find an ambiguous impact on the level of employment and a negative and robust impact on productivity in the textiles and clothing industry.
