Resumo(s): | Esta tese analisa o desenvolvimento da política da República da Bielorrússia no
combate ao tráfico de seres humanos, bem como a sua implementação. Por um lado,
trata-se de um Estado não democrático e, por outro lado, denota-se uma política activa
nas questões da Segurança Humana, através do desenvolvimento do quadro legislativo
nacional, a cooperação com actores internacionais e a participação nos regimes
internacionais anti-tráfico. Procurei enquadrar, a explicação das razões da participação
activa da Bielorrússia na cooperação internacional, na teoria neoinstitucionalista.
Utilizando o quadro do Protocolo de Palermo, investiguei as medidas anti-tráfico
praticadas neste estudo de caso da Bielorrússia. Este estudo acaba por encontrar
evidência para que o crescimento da ameaça do tráfico de seres humanos e o seu
carácter transnacional sejam os motivos principais que levam a Bielorrússia a
implementar medidas anti-tráfico, através da governação nacional e da cooperação
internacional, que envolve vários Estados, as OIs, como a Organização Internacional
para as Migrações e a Organização das Nações Unidas, bem como as ONGs. Os
motivos desta cooperação enquadram-se no argumento dos impure public goods, ao
contrário da classificação security public goods versus altruistic public goods. This thesis analyses the development of the policy of the Republic of Belarus regarding the combatting of the trafficking in human beings, as well as its implementation. On the one hand, Belarus is a non-democratic state, while on the other hand, it has pursued an active policy in relation to the Human Security issues, by developing the national legal basis, cooperation with international actors and the participation in the international anti-trafficking regimes. I have sought to base the explanation of the active Belarusian participation in the international cooperation on the neoinstitutionalist theory. Relying on the structure established by the Palermo Protocol, I have looked into the anti-trafficking measures in this case study of Belarus. The research has found that both the rise of the human trafficking threat and its transnational character represent the major motives for Belarus to implement anti-trafficking measures, both regarding the national governance and the international cooperation, which involves States, IOs, as the International Organization for Migration, United Nations Organization as well as NGOs. The motives of this cooperation correspond with the argument of the impure public goods, in contrast to the classification relying on security public goods versus altruistic public goods. |
