Política educativa e reforma curricular em Angola: o caso do 1º ciclo do ensino secundário

Abstract

Angola está a atravessar um importante momento de mudança, em especial no sistema educativo. O país revelou uma grande evolução na educação, demonstrado pelas estatísticas referentes ao acréscimo do número de alunos, de salas, de docentes e de equipamentos. Neste momento está a realizar uma reforma educativa para substituir o anterior sistema educativo, procurando consolidar a concretização dos princípios da integridade, laicidade, democratização, gratuidade e obrigatoriedade. Esta reforma representa uma estratégia educacional para melhorar a qualidade da educação e ensino e responder aos desafios do desenvolvimento do país. O contexto de paz que se vive em Angola é favorável à institucionalização das mudanças em vários domínios. Neste sentido, têm sido alteradas as políticas educativas que têm servido de base para a reforma educativa e curricular em curso, visando melhorar qualitativamente o sistema educativo angolano. No contexto da estratégia de desenvolvimento educativo para o país, assente em políticas, programas e projectos, torna-se necessário compreender os pressupostos da reforma educativa e curricular bem como o impacto que tem tido no sistema educativo e na sociedade angolana. A Lei de Bases do Sistema de Educação preconiza a escolarização de todas as crianças em idade escolar e, do mesmo modo, a redução o analfabetismo e a formação profissional. Este documento propõe uma readaptação do sistema educativo com vista a responder às novas exigências da formação de recursos humanos necessários ao progresso da sociedade angolana. O mesmo constitui uma das bases para a reforma educativa em curso, da qual será analisada a reforma do I ciclo do ensino secundário. Esta investigação, de índole qualitativa, desenvolve-se com a intenção de compreender as representações e percepções dos agentes envolvidos sobre a reforma educativa e curricular em Angola. Assim, visa analisar as motivações, pressupostos, princípios, mecanismos e efeitos da reforma do I ciclo do ensino secundário. Procurou-se, através da realização de entrevistas e da análise documental, compreender a natureza da reforma educativa do I ciclo do ensino secundário e o processo da sua implementação bem como contribuir para o debate sobre a pertinência da política educativa e da reforma curricular em Angola. A abordagem deste problema realizada sob a forma de estudo de caso, pretende verificar em que medida esta reforma educativa responde às necessidades educativas em termos de qualificação escolar dos jovens e adultos angolanos e ao objectivo de melhoria sistémica deste ciclo de ensino.

Angola is experiencing a very important moment of change, especially in education system. The country revealed an evolution in education, showing in the statistics an increment in numbers of pupils, classrooms, teachers and equipments. At the moment the country is conducting an educational reform to replace the previous one as a way of establishing a linkage with integrity, laity, democratization, gratuity and obligatorily. This reform represents an educational strategy to improve the quality of teaching and education and respond the challenges of the country development. The country is living a good and peaceful context which is positively changing the institutionalisation in several domains. Being so the basic educational policies for curricular reform are being changing also, aiming a better and qualitative educational system. In the perspective of a strategic educative development for the country, shown in the project and programme policies, became essential understand the purposes of the curricular and educational reform as well as the impact it has in the education system and in the Angolan society. The Law Under the system of education prizes education for every child in scholar age, in the same way the reduction of the illiteracy and professional qualification. This document proposes a readjustment of the educative system, so that it can retort the needs on the training of the required human resource for the development of the Angolan society. It constitutes one of the bases for the actual educative reform, from which will be analysed the reform for the first Cycle of secondary education. This is a qualitative research with the intention of understanding the representations and perceptions of those agents involved in the curricular and educative reform in Angola. Being so, it seeks to analyse the motivations, principles, mechanisms and effects on the reform of the fist cycle of the secondary education. Through interviews and data analysis, the research looks to understand the nature of the educative reform in the first cycle of the secondary education, its implementation and the ways to contribute to the discussion of the political and educational relevancy of the curricular and education reform in Angola. The way this problem is discussed here, as case study research, intends to verify in which way this education reform answers the educational needs in terms of the youth scholar qualification, in adult people and as well as to the purpose of improvement on this cycle of education.
